New York City / New York State – Concealed Carry

New York is permit-only for concealed carry. NYC has extra local rules on top of state law.

Basic idea:

  • You must have a NY State pistol license with a concealed carry endorsement to carry concealed in public.

  • NYC licenses are issued by NYPD License Division. Applications are online only. NYPD Online Licensing+1

  • Since the 2022 Concealed Carry Improvement Act (CCIA):

    • You must complete 16 hours classroom + 2 hours live-fire training for a new concealed carry license. Gun Safety

    • You must pass background checks and meet stricter character and record standards. NYC Government

Sensitive locations:

Even with a permit, there are many places you cannot carry (NY calls these “sensitive locations”), like:

  • Many government buildings, schools, public transit, certain public events, and designated zones like Times Square. Gun Safety+1

Key notes for your client:

  • NYC is not “constitutional carry.”

  • Carry without a valid NY permit is a serious crime.

  • Training is now mandatory for new/renewing concealed carry in NYC and nearby counties.​​

​​Georgia – “Constitutional Carry” State

Georgia is now a permitless carry (constitutional carry) state for most adults who can legally possess a firearm.

Core rule:

  • As of April 12, 2022, lawful weapons carriers can carry a handgun openly or concealed without a Georgia Weapons Carry License in most public places. Georgia.gov+2Wikipedia+2

  • “Lawful weapons carrier” = generally someone who can legally possess a firearm (no disqualifying convictions, etc.).

Licenses still exist:

  • Georgia still issues a Weapons Carry License (WCL) through probate courts.

  • Reasons you’d still get one:

    • Reciprocity / recognition in other states

    • Faster purchase in some contexts

  • WCL is shall-issue to eligible applicants, renewed every 5 years. Georgia General Assembly+1

Restrictions still matter:

Even with permitless carry, you cannot carry everywhere. Certain places are still off-limits, such as:

  • Schools and school safety zones

  • Courthouses and certain government buildings

  • Some secured areas, etc. Arora Law+1

Key notes for your client:

  • Georgia students will need more focus on:

    • What “lawful weapons carrier” means

    • Where they cannot carry even under constitutional carry

    • Why training still matters when the law no longer forces it

​Delaware – Permit Required for Concealed Carry

Delaware is permit-only for concealed carry.

Basic concealed carry rule:

  • To carry a concealed deadly weapon (like a handgun), you must have a Concealed Deadly Weapon License (CDWL) issued by the Delaware Superior Court. Delaware Courts+1

  • The process for a CDWL generally includes:

    • A formal application to Superior Court

    • Criminal background check by state police

    • Firearms training requirement (must show training within a set window) Delaware Courts+1

New “Permit to Purchase” for handguns (important context):

  • Delaware also adopted a handgun purchaser licensing / permit-to-purchase requirement for people buying handguns (separate from the carry permit).

  • To get a handgun purchaser permit, residents must:

Open carry:

  • Delaware generally allows open carry without a license for adults who can legally possess a firearm, but local nuances and “sensitive places” still apply. (This is where you’d tell students: “Check local rules and don’t assume.”) Giffords+1

  • There’s now also a permit-to-purchase structure for buying handguns.

Training isn’t optional if you want to carry or even buy in many cases — it’s built into the law.
